Regulations of the Fourth Grand Award (2000 Yuan) for Specia Ring Young Pigeon Racing to Be Held in 2013 by Wuhan Fuqi Club
一、参赛须知：Ⅰ. Instruction to Participants:
1、凡交纳2013年武汉市信鸽协会、武汉福齐赛鸽俱乐部会费的会员均可购环参赛。
Those who have paid 2013 membership fees to Wuhan Municipal Racing Pigeon Association and Wuhan Fuqi Racing Pigeon Club(WFRPC) respectively are qualified to buy the rings to participate in the competition.
2、参赛鸽必须佩带代码为17的2013年全国统一足环或境外所在国家及地区发放的2013年足环及福齐专环各一枚，福齐专环必须套在全国统一足环或境外足环里面，且福齐专环的5位号码必须与全国统一足环的后5位号码相同（境外足环不在此例）。
Racing pigeons must wear a foot ring (code17) provided in 2013 by Chinese Racing Pigeon Association or foreign countries as well as one by Fuqi Club, with the former being outside the latter whose five numbers must be the same as the former’s last five numbers (No such demand for foreign foot rings).
友情提示：因福齐专环内径较小，请务必在5天内套环。
Friendly prompt: due to its smaller inner diameter, the Fuqi foot ring should be banded within 5 days.
3、专环一经售出，因保管不慎遗失、被盗，无论什么原因导致内外环破损一律不退、不补，获奖鸽验鸽时，内、外环破损、断裂、内环5位号码与外环后5位号码不相符者（境外足环不在此例）取消该鸽成绩，不得列入比赛排名。
All designed foot rings purchased are non-refundable and non-replaceable whether they are lost and stolen or they are damaged. The winning pigeon’s result will be invalid and be out of ranking if, when checked, its inner or outer ring is found damaged, or five numbers on the inner ring is not the same with the last five numbers on the outer ring (with the exception of foreign rings).
4、2013年7月11日至7月30日20天内，每天上午10时至下午16时，参赛者必须将参赛鸽送到俱乐部总部，加盖骑缝章，过期不再办理（重新套环的幼鸽例外），未盖骑缝章的参赛鸽，将失去参赛资格，获奖鸽验鸽时骑缝章与底单原章核对时不相符时取消该鸽成绩，不得列入比赛排名。
From 10:00 am to 4：00 pm between July 11, 2013 and July 30, 2013, racing pigeons should be taken to the club headquarter for the seal on the perforation. The process is not acceptable beyond the set time (with the exception of young pigeons that are banded again with the ring ). Without the seal, they will lose qualification for racing. The winning pigeon’s result will be invalid and be out of ranking if, when checked, its seal is found out of line with the original seal in the memo.
5、第一关比赛前五天设资格赛，不参加资格赛视为失格，资格赛无当天报到记录的将失去第一关各项指定鸽赛的参赛资格，但仍可参加各单关赛及多关赛的排名。资格赛空距50-100公里，方向不限。
There will be a qualifying round, whose flying space is between 50 and 100 km without restriction of direction, two days before the first round. If a pigeon doesn’t participate, it will be treated as disqualification. If a pigeon has no registered result at the same day of the qualifying round, it will lose the qualification for racing events set for the betting pigeons in the first round, though it is still qualified for the ranking in each single round as well as multi-rounds.
6、不允许私自在参赛鸽身上加盖地址章或藏匿电话号码等，违者取消该鸽成绩。
It is not allowed to stamp the address or to conceal the telephone number on a racing pigeon without permission, or its result will be canceled.
7、鸽舍搬迁请及时通知俱乐部重测新址经纬度，在比赛查棚时发现未重测经纬度者且现棚空距比原棚空距近，则视同作弊，取消该棚所有赛鸽成绩。
The club should be timely informed of removal of the dovecot for remeasuring its longitude and latitude. If no remeasurement and air space of the present dovecot shorter than that of the former one are found in the course of dovecot checking, they are treated as cheating and results of all the racing pigeons flying from the dovecot are canceled.
8、2013年因竞赛作弊被俱乐部开除会籍者，售出专环一律不退，且不能参加本次比赛。
Those whose memberships have been abolished by the club because of cheating in competition in 2013 can not refund designed foot rings they bought nor can participate in this competition.
9、俱乐部对所有参赛者有权上门抽查、验鸽，拒不接受抽查者取消参赛资格，不退专环款。
The club has the right to go to participants’ house for sampling check on racing pigeons. Those who refuse to be checked are stripped of their qualification for the competition without refunding payment for the rings.
二、售环地点、时间及价格：Ⅱ. Place, Time and Price for Foot Ring Sale
1、每环售价2000元，买三赠二，均有参赛权。每组五枚，二组10环具有一团体赛资格。
Each ring sells at 2000 Yuan, selling three with extra two as presents which also share the right of competition. Each group consists of five rings. If a participant buys two groups (ten rings), he will gain a qualification for team event.
2、自2012年12月25日起开始按顺序认购，谢绝选号，限购5000枚，售完为止。2013年4月15日停止售环，无论售环多少，比赛总奖金561.6万由武汉市社会体育中心、俱乐部与参赛鸽友共4人（含外地参赛鸽友1人）共同保管，保证比赛后奖金全额发放。
The ring sequential subscription will begin on December 25, 2012 without free numerical selection. Only 5000 rings are sold with no extra rings provided. The sale activity stops on April 15, 2013 no matter how many are sold. The prize of 5.616 million Yuan is taken joint care of by Wuhan Municipal Social Sports Center, WFRPC and 4 pigeon fanciers (including one nonlocal fancier and full release of the prize is guaranteed after the competition.

三、比赛形式、司放距离：Ⅲ. Racing Types and Releasing Space
1、2000元环为单鸽三关赛。每次单关赛均以分速高低排列名次，分速高者名次列前，如果分速相同（精确到0.0001米）空距远者名次列前。多关综合名次以多次单关赛同一羽赛鸽的分速之和高低排列名次（每关分速必须达到450米），综合分速高者名次列前，如果多关综合分速相同（精确到0.0001米）则多关总空距远者名次列前，参赛鸽只要有一次在单关赛中没有达到450米分速，不得列入综合排名，但仍能参加下次单关赛及列入该次单关赛排名。
1. 2000 yuan ring single pigeon passing three rounds: In each round, the ranking depends on flying speed per minute：the higher the speed, the higher the ranking; alternatively, the farther the air space, the higher the ranking when the equal speed appears (accurate to 0.0001 m). Composite ranking of multi-rounds depends on the sum of the speed (450m/min.) of each round the same racing pigeon has checked in: the higher the composite speed, the higher the ranking; alternatively, the farther the composite air space, the higher the ranking when the same composite speed occurs (accurate to 0.0001m). The racing pigeon that doesn’t reach the desired flying speed only once in the single round can not be on the composite rank list, but it can still participate in the next single round and can be on that rank list.
2、三关综合团体赛
2. Three-round composite team event:
①凡同一鸽舍购买两组十枚连号专环即享有团体参赛资格（例环号为140001—140010连号为一自然团体资格、140011—140020为另一自然团体资格，以此类推）。
(1) Any dovecote buying two groups (10 rings) of special rings with consecutive numbers is qualified for team event.
②团体赛以三关综合300名内入围羽数多者为胜，必须二羽（含二羽）以上。如果入围羽数相同，则以第一羽综合分速高者列前。
(2) The team is the winner if it has more Participating pigeons entering into top 300 on the basis of their composite results in the three rounds, ---- on the condition that the team must have two pigeons or more to enter into 300. Alternatively, the team is the winner if its first pigeon leads other ones when the equal pigeons of some teams enter into 300.
③团体名次以电子扫描网上直播综合三关前300名为准，如果正榜中原300外递增进入300名者不能列入团体成绩计算。
(3) Team ranking is subject to top 300 of three rounds that are acquired through electronic scanning and live webcast. Any homing pigeon that is selected as a supplement to the formal list of top 300 may not take its ranking into the team results.
3、赛程安排：本次多关赛为南北赛制，即先放二站北线后放一站南线。
3. Event arrangement: the multi-round event adopts north and south system, first two rounds releasing from the north and last round releasing from the south.

① 司放地及归巢地无雨必须按日程表集鸽、司放。如遇雨顺延改期集鸽，俱乐部必须提前一天通知参赛会员。
Notice: (1) Gathering and releasing of the pigeons must be conducted according to the schedule if there is no rain in releasing site and homing site. In case of rain pigeon gathering will be postponed till the first fine day. The club must inform the participants of the arrangement ahead of one day.

5、名次未满及无名次产生奖金分配办法：
5. How to distribute bonus if the registered homing pigeons are less than a fixed number or vacant:
①每关分速达到450米时，如果归巢鸽未达到录取名次的20%（即20名），报到顺延一天至第三天日落停飞时间止。
(1) Check-in will be extended one more day till the flight ends after sunset of the third day if the homing pigeons are less than 20% (20p) of the number fixed when the speed of each round reaches 450m/min.
②每关报到450米分速以后单关名次未满，每关单关剩余奖金由获奖鸽均分。
(2) The remaining prize of each single round shall be equally shared by winning pigeons if the ranking of each single round is not full after check-in speed of each round is 450m/min.
③综合名次未满剩余奖金则由综合名次获奖鸽均分。
(3) The remaining prize shall be equally shared by winning pigeons of composite ranking if the composition ranking is not full.
④如第一关无一羽归巢鸽达到450米分速，第一关单关奖金及三关综合奖金由第一关上笼鸽均分。剩余单关比赛继续进行。
(4) The prize of the first round and composite prize of three rounds shall be equally shared by all the homing pigeons of the first round if no homing pigeon reaches the speed of 450m/min in Round 1. The other two rounds go on.
⑤如第二关无一羽归巢鸽达到450米分速，第二关单关奖金及三关综合奖金由第二关上笼鸽均分，剩余单关比赛继续进行。
(5) The prize of the second round and composite prize of three rounds shall be equally shared by all the homing pigeons of the second round if no homing pigeon reaches the speed of 450m/min in Round 2. The third round goes on.
⑥如第三关无一羽归巢鸽达到450米分速，第三关单关奖金由第三关上笼参赛鸽均分，三关综合奖金按前二关综合名次发放。
The prize of the third round shall be equally shared by all the homing pigeons of the third round and composite prize of three rounds shall be released according to the composition ranking of the first two rounds if no homing pigeon reaches the speed of 450m/min in Round 3.
5、涉及税收事宜，由获奖鸽主自理。
5. Matters concerned with taxation shall be handled by Winning pigeons’ owners themselves.
五、竞赛办法：Ⅴ. Competition Measures
1、严格执行中鸽协2002年颁布的《信鸽竞赛规则及裁判法》和2013年武汉福齐赛鸽俱乐部竞赛规程中的各项条款。
1. We should strictly follow “Homer Competition Regulations and Judge Law” issued in 2002 by Chinese Racing Pigeon Association and 2013 competition rules formulated by WFRPC.
2、集鸽、押运、监放、报到、验鸽均邀省外裁判担任总裁判长，本部裁判及工作人员协助裁判及后勤工作。
2. In the course of gathering pigeons, escorting, releasing supervision, check-in, testing pigeons and inspecting lofts, judges outside the province will be invited to be head judges, and our club’s judges and staff will give assistance to judge and take charge of logistics work.
3、所有参赛鸽必须在集鸽日12点以前进入集鸽现场，凡超时进场的参赛鸽，均在归巢时间上加上超时时间重新计算成绩。
3. All the racing pigeons must enter into gathering site before 12:00pm at the day of pigeons gathering. If a racing pigeon is late, its result will be determined by homing time plus late time.
5、每关集鸽时对参赛鸽全国统一足环塑封，凡报到验鸽时发现塑封被拆（显露全部足环号）一律不得列入比赛排名。单关比赛报到结束后鸽主可自行拆除塑封。
5. We implement plastic package for unified foot rings of participating pigeons in the process of gathering pigeons in each round. Once their plastic packages are found unpackaged (making the whole ring numbers visible) during testing homing pigeons, these pigeons shall not be listed in the ranking. Their plastic packages may be removed by their owners when check-in of single round is over.
6、由省外裁判及群众代表押运赛鸽车到司放地，由司放地信鸽协会派裁判监放。如无异常天气开笼时间为7：30±5分钟。
6. Transport of racing pigeons to the releasing site is escorted by judges from other provinces and mass representatives and releasing is supervised by the judges appointed by the local association of releasing site. The loft must be opened at 7:30±5 minutes if the weather is normal.
7、常规指定鸽赛（明指）：每羽指定鸽必须有上一站的司放记录才能参加下一站的指定鸽赛，凡脱关失格鸽不可以参加后几关的指定鸽赛，如果参加则指定鸽赛成绩无效。
7. Conventional designated pigeons racing (in a clear-confirmative way): Every designated pigeon must have the releasing record of previous station which is the passport to next station’s racing. If it misses a round, it will be disqualified for the racing of last rounds.
六、报到办法：Ⅵ. Check-in Way
1、本次比赛一律采用隆飞尔公司的“优必胜”电子扫描钟报到。电子扫描鸽钟提供的归巢时间是计算成绩的唯一依据，任何理由均不能改变电子扫描鸽钟所提供的归巢时间。
1. Check-in adopts the same electronic scanning pigeon clock made by Long Fly’s in this competition. The determination of the result must be subject to homing time provided by the clock which mustn’t be changed for any reasons.
2、参赛者需在赛前自检鸽钟，检查数据卡余额是否充足，GPRS卡是否正常。如有问题可与俱乐部联系，俱乐部将协助解决。赛鸽归巢报到时，设备或线路发生故障导致无比赛成绩将由鸽主自负其责。
2. Before racing, participants should check their pigeon clocks, remaining sum of data cards and GPRS. If they find any problems, they may contact immediately with the club so that the club can help them. Or, they will be responsible for no racing results when their homing pigeons check in, which is caused by the breakdown of the device or the circuit.
3、电子足环在集鸽时能正常扫描集鸽，如果赛鸽归巢时不能扫描，该鸽无比赛成绩。俱乐部不承担由此发生的经济责任。
3. The pigeon won’t have racing result if its electronic foot ring can normally scan in the process of pigeons gathering, but cannot scan the process of homing. The club won’t bear financial responsibility.
4、每场次比赛集鸽完毕后的第二天，鸽友必须尽早将鸽钟连接上电源，并开启设备，便于俱乐部检查您的设备是否连接完好。如因延误影响比赛成绩后果自负。
4. On the second day after the gathering for each round completes, the participants must link the clock to the power and switch it on so that the club can determine whether the device works well. Or, the participants will be responsible for failure result due to delay.
5、赛鸽归巢进棚扫描后数据不能上传或数据超时上传（30分钟后），无论何种原因一律以当天停飞时间重新计算成绩。（数据超时上传：以电讯原始上传时间与鸽钟扫描时间之差大于30分钟为准）
5. Recomputing the result is subject to the time for suspended flight at the same day if the data cannot be uploaded or are uploaded overtime after scanning the process of homing of racing pigeons. In the case of overtime upload of the dada, time difference between original upload time through telecommunication and scanning time by the pigeon clock must be greater than 30 minutes.
6、每户第一羽进棚扫描后必须在10分钟内将密码条打入云飞手动鸽钟内计时。如第一批有多羽鸽同时进棚扫描，但无法确认首羽者，鸽主可将这多羽鸽密码条分别连续不间断打入云飞手动鸽钟计时，该批多羽鸽打钟的第一孔不超时即可。如果首羽归巢鸽密码条装钟超时，则该鸽以归巢当日停飞时间计算比赛成绩；首羽归巢鸽打钟计时有效，则其他归巢鸽不再打钟计时
Each owner must insert the code loops into Yunfei manual pigeon clock for timing within ten minutes after the first homing pigeon is scanned. If many pigeons of the first batch return home simultaneously to be scanned without knowing who is the first, the owner can insert continually the code loops of these pigeons into the clock respectively for timing as long as the code loop is inserted into the first hole on time. If the code loop of the first homing pigeon can’t be inserted into the clock on time, its result will be determined by the time for suspended flight at the same day it returns. If the first homing pigeon has a valid timing, the other homing pigeons don’t need to have the time.
7、比赛部分获奖鸽，俱乐部将在第一时间上门验鸽。每场比赛前10名，各项指定鸽前3名及部分获奖鸽，俱乐部通知验鸽，鸽主持手打钟、电子鸽钟、获奖鸽及报到证到俱乐部验鸽。每场次比赛规定的450米分速截止后，鸽主必须持电子鸽钟主机来俱乐部解钟。
7. The club will go to some dovecots of the winning pigeons to test them right the first time. The owners of top 10 homing pigeons in each event and top 3 betting ones will be asked to go to the club with manual clock, electronic clock, winning pigeons and check-in card for pigeons checking. All the pigeons’ owners must take the mainframe of electronic pigeon clock to the club for the removal of time setting after the specified speed of 450m/min for each event ends.
8、俱乐部必须按规定查棚验鸽。
8. The club must check dovecots and racing pigeons according to the regulation.
9、每场次比赛网上直播成绩，各项指定鸽同时同步直播，直播成绩仅作参考。须待所有参赛者持鸽钟到俱乐部查验核对后，才能最终确定比赛成绩。
9. The result of each event will be live webcasted and all kinds of events for designated pigeons will also be live webcasted. Each result on net is only used for reference. Final competition results will be affirmed until the club finishes checking the pigeon clocks of all the participants.
10、上述各项规定中出现的违规问题时，均报请监事委员会进行裁定。监事委员会的裁定不可更改。
If violations occur, they will be reported to the supervisor committee for judging. The judged result must be unchangeable.
七、汽车大奖赛：（无论报名多少确保十辆奥迪A1进口汽车发放，只需缴费一次，三次获奖机会。）
Ⅶ. Racing for Cars Award
1、每羽收费1000元，可参加三次单关汽车大奖赛。报名交费截止日期：5月15日。报名时环号一经确定不得更改。参赛足环号参赛者人手一份。5月20日以后到俱乐部总部领取。
1. Each racing pigeon paying 1000 Yuan is qualified for three single-round events. Deadline for registration is on the 15th, May. Once the ring number is determined, it will be unchangeable. Each participant will get a copy of the racing ring numbers on the 20th, May at the club headquarter.
2、第一关发放3辆车，第二关发放3辆车，第三关发放4辆车。参赛鸽必须每关有参赛记录，任何一关缺赛将不能参加下一关的汽车大奖赛排名。
2. Three cars as a prize are granted in the first round; other threes in the second and the last fours in the third. Racing pigeons must have racing records of each round. Those that have missed any of three rounds will be disqualified for the ranking of cars award next round.
3、按每关分速决定名次，分速高者名次列前。
The ranking of each round depends on flying speed per minute：the higher the speed, the higher the ranking.
八、聚宝盆及名鸽争霸赛（暗插）规程另发。
Ⅷ. Rules of Competition for prize pool and Famous Pigeons’ Championship (in a private-confirmative way) will be issued separately.
九、三关综合前300名在发奖大会上现场拍卖，成交金额的80%归鸽主，20%作为运作费用。流拍鸽由鸽主按起拍价的20%交赎金赎回。
Ⅸ. Composite top300 racing pigeons of three rounds will be sold at live auction at the Awarding Day. 80% of the total turnover belongs to pigeons’ owners, while other 20% is used as operating cost.
十、本规程未尽事宜，依本部2013年竞赛规程及本规程基础上由监事委员会共同制定。监事委员会由原监事委员会（7人）及外省鸽友代表（7人）和武汉市鸽协领导（1人）共15人为本届监事委员会。
Ⅹ. Uncovered matters in this regulation will be formulated on the basis of the club’s 2013 competition regulations by the current supervisor committee which is composed of 15 members: 7 members from original supervisor committee, 7 representatives of pigeon fanciers from other provinces and a chief of Wuhan Municipal Racing Pigeon Association.
