Regulations for the Third Grand Specia Ring Young Pigeon Racing Award (2000 Yuan) Wuhan Fuqi 2012
一、 参赛须知：Ⅰ. Call for Entries:
1、凡交纳2012年会费的武汉福齐赛鸽俱乐部会费的会员均可购环参赛。
Those who have paid 2012 membership fees to Wuhan Fuqi Racing Pigeon Club(WFRPC) are qualified to buy the ring to participate in the competition.
2、参赛鸽必须佩带代码为17的2012年全国统一足环（或境外所在国家及地区发放的2012年足环）与福齐专环各一枚，全国统一足环或境外足环必须套在福齐专环外面，且福齐专环的4位号码必须与全国统一足环的后4位号码相同（境外足环不在此例）。
友情提示：因福齐专环内径较小，请务必在5天内套环，脚太粗的选手鸽请慎带。
Participating pigeons must be banded with foot ring 2012 (code17) provided by Chinese Racing Pigeon Association or foreign countries and regions as well as foot ring designed by Fuqi Club, with the former being outside the latter whose four numbers must be the same as the former (No such demand for foreign foot rings).
Friendly prompt: due to a smaller inner diameter, make sure that the Fuqi foot ring should be banded within 5 days, and be careful with the participating pigeons whose feet are too thick.
3、专环一经售出，因保管不慎遗失、被盗，无论什么原因导致内外环破损一律不退、不补，获奖鸽验鸽时，内、外环破损、内环4位号码与外环后4位号码不相符者（境外足环不在此例）取消该鸽成绩，不得列入比赛排名。
All designed foot rings purchased are non-refundable and non-replaceable whether they are lost and stolen or they are damaged. The winning pigeon’s result will be invalid and be out of ranking if, when checked, its inner or outer ring is found damaged, or four numbers on inner ring is not the same with rear four numbers on outer ring (with the exception of foreign rings).
4、2012年6月11日至6月30日20天内，每天上午10时至下午16时，参赛者必须将参赛鸽送到俱乐部总部佩带统一电子环并塑封，加盖骑缝章并拍照存档，过期不再办理（6月份重带糼鸽例外），未盖骑缝章的参赛鸽，将失去参赛资格，获奖鸽验鸽时骑缝章与底单原章不相符取消该鸽成绩，不得列入比赛排名。塑封因故被拆请及时带鸽到俱乐部重新塑封。比赛集鸽时塑封被拆不得参加比赛。
From 10:00 am to 4：00 pm between June 11, 2012 and June 30, 2012, participating pigeons should be taken to the club headquarter for wearing unified electronic ring with the seal on the perforation of plastic packaging, which will be photographed for filing. The process is not acceptable beyond the set time (with the exception of young pigeons that are banded again with the ring in June). Participating pigeons without the seal on perforation will lose qualification for racing. The winning pigeon’s result will be invalid and be out of ranking if, when checked, its seal is found out of line with the original seal in the memo. Please bring the racing pigeon timely to the club for another plastic package if the original is unsealed for some reasons. The pigeons with an opened plastic package are not allowed to enter the race when they are gathered for racing.
5、为杜绝A、B棚，第一关比赛前二天设资格赛，不参加资格赛视为失格，资格赛必须当天报进，当天不归的视为失格。资格赛空距50-100公里，方向不限。
To completely eradicate A, B loft, there will be a qualifying round, whose flying space is between 50 and 100 km without restriction of direction, two days before the first round. Those pigeons that haven’t participated in it are treated as disqualification. The result of the qualifying round should be checked in at the very day, or it is regarded as disqualification.
6、不允许私自在参赛鸽身上加盖地址章或藏匿电话号码等，违者取消该鸽成绩。
It is not allowed to stamp the address or to conceal telephone number on the racing pigeon without permission, or its result will be canceled.
7、鸽舍搬迁请及时通知俱乐部重测新址经纬度，在比赛查棚时发现未重测经纬度者且现棚空距比原棚空距近，则视同作弊，取消该棚所有赛鸽成绩。
The club should be timely informed of removal of the dovecot for remeasuring its longitude and latitude. If no remeasurement and air space of the present dovecot shorter than that of the former one are found in the course of dovecot checking, they are treated as cheating and results of all the racing pigeons flying from the dovecot are canceled.
8、2012年因竞赛作弊被俱乐部开除会籍者，售出专环一律不退，且不能参加本次比赛。
Those whose memberships have been abolished by the club because of cheating in competition in 2012 can not refund designed foot rings they bought nor can participate in this competition.
9、俱乐部对所有参赛者有权上门抽查、验鸽，拒不接受抽查者取消参赛资格，不退专环款，抽查时连续三次参赛鸽不在棚内，取消该鸽参赛资格，并上网公布足环号。
The club has the right to go to participants’ house to make a sample check on racing pigeons. Those who refuse to be checked are stripped of their qualification for the competition without refunding payment for the rings. If the racing pigeon is not in the loft in three continuous random inspections, it will be stripped of its qualification and its ring number will be announced online.
二、 售环地点、时间及价格：Ⅱ. Place, Time and Price for Foot Ring Sale
1、每环售价2000元，售三赠二，均有参赛权，限售820套，共4100枚（含1640枚赠环）。
Each ring sells at 2000 Yuan, selling three with extra two as presents which also share the right of competition. There are only 820 sets amounting to 4100 rings (including 1640 as presents).
2、自2011年12月25日起开始按顺序认购，谢绝选号，820套售完为止，不再增加。2012年4月15日停止售环，无论售环多少，比赛奖金442万由俱乐部与参赛鸽友共4人共同保管，保证全额发放，4月16日在武汉福齐赛鸽俱乐部官方网站(www.fqsg.cn)上公布售环数量。
The ring sequential subscription will begin on December 25, 2011 and free numerical selection is not allowed. The sale ends till 820 sets are sold out with no extra rings provided. The whole sale stops on April 15, 2012 no matter how many are sold. The prize of 4.42 million Yuan is taken care of by the club together with 4 pigeon fanciers and full release is guaranteed. Quantity of sold rings will be announced on WFRPC’s website (www. fqsg. cn) on April 16, 2012.
3、售环地点一律在武汉福齐赛鸽俱乐部总部。
The sale place is located in WFRPC headquarter.
4、设售环热线：027-82852977、027-82856977 ，凡购环4套（20枚）以上（含4套）俱乐部送环上门，外地鸽友俱乐部用快递服务送环上门。
Hot line: 027-82852977; 027-82856977. The club will deliver rings right to the doorstep of those who have ordered four sets (20 rings) or more, or by express if they live in other parts of the country.
三、 比赛形式、司放距离：Ⅲ. Racing Form. and Releasing Space
1、本届比赛实行单鸽二关赛，二次单关均以分速高低排列名次，分速高者名次列前，如果分速相同（精确到0.0001米）空距远者名次列前。二关综合名次以二次单关赛同一羽赛鸽在有效报到期限内报到的分速之和高低排列名次，综合分速高者名次列前，如果二关综合分速相同（精确到0.0001米）则二关总空距远者名次列前，参赛鸽只要有一次在单关赛中没有在有效报到期内归巢，不得列入综合排名，但仍能参加下次单关赛及列入该次单关赛排名。
This competition is arranged in the form. of single pigeon passing two rounds. In each round, the ranking depends on flying speed per minute：the higher the speed, the higher the ranking; alternatively, the farther the air space, the higher the ranking when the equal speed appears (accurate to 0.0001 m). Composite ranking of two rounds depends on the sum of the speed of each round the same racing pigeon has checked in within the valid deadline: the higher the composite speed, the higher the ranking; alternatively, the farther the composite air space, the higher the ranking when the same composite speed occurs (accurate to 0.0001m). The racing pigeon that doesn’t come back home only once within the valid deadline in the single round can not be on the composite rank list, but it can still participate in the next single round and can be on that rank list.
2、综合团体以二关综合300名内名次多者为胜（必须2羽或2羽以上），若名次数相同则以第一羽名次列前者为胜。
The team is the winner if it has more Participating pigeons that have entered before 300 on the basis of their composite results in the two rounds, ---- on the condition that the team must have two pigeons or more to enter before 300. Alternatively, the team is the winner if its first pigeon leads other ones when the equal pigeons of some teams enter before 300.

注①比赛站名将在9月底公布。资格赛必须参加。
Notice: (1) Racing station name will be announced by the end of September. Participating pigeons must participate in the qualifying round.
②有效报到期限二天指开笼后第二天日落后半小时停飞结束。
(2) Two days of valid check-in deadline means that suspended flight ends half an hour after sunset of the second day after the loft is opened.
③有效报到期限内报到羽数不足500羽，报到延长一天后结束。
(3) Check-in will be extended one more day if the check-in pigeons are less than 500 p within valid deadline.
④集鸽日风雨无阻，司放地无雨必须开笼。
(4) Gathering pigeons will not be cancelled rain or shine. The loft must be opened if there is no rain in the releasing site.
⑤遇不可抗力的意外事件，比赛顺延或择日举行。
(5) The racing will be postponed or held by choosing an auspicious day if what happens by Force Majeure.
⑥集鸽地点一律在俱乐部总部。
(6) The place of gathering pigeons is located in the club headquarter.
四、 奖励办法：Ⅳ. Rewards way
1、二关综合及二次单关前十名各发奖杯壹座。其中二关综合前三名为意大利进口奖杯。
Top 10 of total score of two rounds and top 10 of each of two rounds will be awarded a cup respectively. The cups of top 3 of the total score are made in Italy.

5、①在规定报到期限内（含顺延的壹天）名次未满，剩余奖金由获奖鸽均分。如无名次产生，全部奖金由上笼参赛鸽均分。
(1) If the ranking of homing pigeons is not full within the valid check-in deadline (including the postponed day), prize of other rankings shall be equally shared by winning pigeons. If there is no ranking of homing pigeons, all the prizes shall be equally shared by homing participating pigeons.
②在报到其内（包括延长的一天）每关名次超过50名（含50名），下关比赛如期举行。如果名次未满50名，比赛结束。
(2) Next round will be held as scheduled if the ranking of homing pigeons of each round is 50 p or more within the check-in deadline, or ends the competition.
③第一关名次未满50名，第一关剩余奖金由获奖鸽均分。第二关单关奖金、二关综合奖金及团体奖金均由第一关上笼参赛鸽均分。
(3) If the ranking of the first round is less than 50 p, the remaining prize of Round 1 shall be equally shared by winning pigeons, and the prize of Round 2, composite prize of two rounds and team prize shall be equally shared by homing participating pigeons of Round 1.
④第二关名次未满，则第二关单关剩余奖金由第二关获奖鸽均分。二关综合奖金及团体奖金由二关综合名次鸽所得，名次未满剩余奖金由二关综合名次鸽均分。
(4) If the ranking of Round 2 is not full, the remaining prize of Round 2 shall be equally shared by winners of Round 2, composite prize of two rounds and team prize shall be equally shared by composite ranking of homing pigeons of two rounds and prize of other rankings shall be equally shared by winners of two rounds.
⑤单关比赛正榜公布48小时内无异议，即发放奖金，二关综合奖金在发奖大会时发放。
(5) The prize of single round will be issued within 48 hours when there is no objection to the ranking announcement. Total prize of two rounds will be issued at the Award Day.
6、涉及税收事宜，由获奖鸽主自理。
Matters concerned with taxation shall be handled by Winning pigeons’ owners themselves.
五、 竞赛办法：Ⅴ. Competition Measures
1、严格执行中鸽协2002年颁布的《信鸽竞赛规则及裁判法》及2012年武汉福齐赛鸽俱乐部竞赛规则中的各项条款。
To strictly follow “Homer Competition Regulations and Judge Law” issued in 2002 by Chinese Racing Pigeon Association and 2012 competition rules formulated by WFRPC.
2、集鸽、押运、监放、报到、验鸽查棚均邀省外裁判担任各项裁判长，本部裁判及工作人员协助裁判及后勤工作。
In the course of gathering pigeons, escorting, releasing supervision, check-in, testing pigeons and inspecting lofts, judges outside the province will be invited to be head judges, and our club’s judges and staff will give assistance to judge and will take charge of logistics work.
3、第一关集鸽时对参赛鸽全国统一足环塑封，凡报到验鸽和下站集鸽时发现塑封被拆（显露全部足环号）一律不得列入二关综合比赛排名，但重新塑封后仍可参加本站单关比赛。
To implement plastic package for unified foot rings of participating pigeons in the process of gathering pigeons in Round 1. Once their plastic packages are found unpackaged (making the whole ring numbers visible) during testing homing pigeons or gathering in the next racing site, these pigeons shall not be listed in the composite rankings of two rounds. However, they are still qualified to participate in the single round of this site on condition that their foot rings have to take another plastic package.
4、由省外裁判及群众代表押运赛鸽车到司放地，由司放地协会派裁判监放，全程摄像网上公布。
Transportation of racing pigeons to the releasing site shall be escorted by judges outside the province and mass representatives and releasing shall be supervised by the judges appointed by the local association of releasing site. The whole process shooting will be seen on line.
六、报到办法：Ⅵ. Check-in Way
1、本次竞赛一律用电子扫描鸽钟报到，电子扫描鸽钟所提供的归巢时间是计算成绩的唯一依据，任何理由均不能改变电子扫描鸽钟所提供的归巢时间。
Check-in adopts the same electronic scanning pigeon clock in this competition. Only basis for scoring is homing time provided by the clock which mustn’t be changed for any reasons.
2、电子足环在集鸽时能正常扫描完成集鸽，如果赛鸽归巢时不能扫描该鸽无成绩，俱乐部不承担经济责任。
Electronic foot ring can scan normally the process of gathering pigeons. If the scanning doesn’t work while the racing pigeon is homing, the pigeon has no score. The club won’t bear the economic responsibility.
3、因网络讯号受到干扰数据不能正常上传，鸽主应立即拨打16883111声讯台，用“14”代码（测试）报到备案，并将密码环打入云飞鸽钟内，比赛当天停飞时间结束后，带鸽及电子扫描鸽钟、云飞手动鸽钟到俱乐部报到，由报到裁判长及参赛鸽友代表核对电子鸽钟中该鸽归巢时间及云飞鸽钟中的密码条，确认后成绩有效。
Once the data cannot be normally uploaded because of disorder of network signal, the pigeon’s owner should immediately dial to information service center (16883111) to check in with code 14 for the record and enter the code loop into the cloud flying pigeon clock. As soon as the time for suspended flight is up at the same day of the racing, he must take his pigeon with electronic scanning pigeon clock and cloud flying pigeon clock to the club for check-in. the head judge in charge of register and the mass representatives will check the homing time recorded in the electronic clock and the code loop in the cloud flying clock, and once affirmed, the result is acceptable.
4、每户第1羽及指定鸽第1羽必须在5分钟内将密码条打入云飞鸽钟内，如第一批有多羽同时归巢，则必须将同时到达的赛鸽密码条全部打入云飞鸽钟内，其后归巢鸽可不必打钟。如及时发现第1羽打钟超时，请将第二羽密码条打入钟内，以此类推。凡超时打钟，一律以原成绩延后10分钟计算成绩排名；凡未打钟者所有成绩以当天停飞时间计算。
Each owner must enter the code loops of both the first homing pigeon and the first betting pigeon into the cloud flying clock within five minutes and must enter the code loops of the first racing pigeons that have spent the same time homing into the clock. No code entering is allowed for subsequent homing pigeons. Please enter the code of the second homing pigeon into the clock once the code entering of the first homing one is found overtime, and so on. If code entering is beyond set time, the ranking depends on the original time delayed ten minutes. If no code entering, all the scores shall be determined by the suspended flying time of the same day.
5、电子扫描鸽钟在比赛前必须做好自检工作，并及时与俱乐部联系，以免比赛时发生故障影响您的成绩。
Make sure to have a self-check on electronic scanning pigeon clock before the race and to contact with the club timely in case of malfunction in the race which would have an impact on your result.
6、电子扫描鸽钟上传时的经纬度与原经纬度不相符时，一律以电子扫描鸽钟上传的经纬度重新计算成绩排名。
When the longitude and latitude uploaded by electronic scanning pigeon clock are out of line with the original ones, the rankings shall be renewed according to the longitude and latitude uploaded.
7、网上直播的各项成绩仅作参考，但必须保留备查，正式成绩以俱乐部认定后的正榜为准。
Each score in the live webcast, which must be reserved for future reference, is only for reference purpose. Official rankings shall be affirmed by the club.
8、前十名及指定鸽前三名由俱乐部通知鸽主到俱乐部报到验鸽，其它名次鸽俱乐部抽查验鸽。凡通知验鸽不来俱乐部报到者，取消该鸽成绩。
The owners of top 10 homing pigeons and top 3 betting ones will be asked to go to the club for pigeons checking. The other ranked pigeons will be checked selectively. The ranking of the homing pigeon will be canceled if it isn’t sent to the club for checking after its owner is informed.
七、 常规指定鸽、“名鸽争霸”赛前指定鸽及住宅、汽车大奖赛规则将另行公布。
Ⅶ. The rules will be announced separately of conventional designated pigeons race, designated pigeons race prior to the “Famous Pigeons’ Challenge” and grand houses and cars award with designated pigeons.
八、 二关综合前50名必须参加网上拍卖，综合前100名（包括网拍前50名）将在发奖大会上现场拍卖，成交金额的80%归鸽主，20%作为运作费用。
Ⅷ. Composite top 50 of two rounds must take part in the auction on line, and top100 (including top 50 participating in the auction on line will attend live auction at the Awards Day. 80% of the sum of total deal belongs to pigeons’ owners, while other 20% is used as operating cost.
九、 本规则解释权属武汉福齐赛鸽俱乐部
Ⅸ. WFRPC reserves the right to interpret the regulations.
